ECS light comes on around 60mph

ECS light comes on around 60mph
I own a 1995 Audi Cabriolet.
The ECS (emissions control system) light comes on around 60mph - I don't lose power, nothing seems weird and I can keep driving normally.
The owners manual says it is safe to keep driving but to ease back on the power. The light will remain on until I park and stop the engine. When I restart the engine the light is off, and will stay off until I reach around 55mph. One exception to this is if I pull off the freeway, stop and restart the engine and immediately drive away again-the light goes offbut will come on again, even at lower speeds after about 5 mins.
I haven't really figured out whether the issue is speed related or time related. BUT... I drive the car to work every day and do not get over 45mph on my commute. My commute takes 40 minutes, and the light does not come on.
Can anyone help me figure out what the issue is please?
I'm worried that dealerships = $$$$$.
