I have some worn bushings in the rack on my Allroad. I'm just curious if the whole rack would normally be replaced or if there are instances when things like bushings can be replaced without a whole rack replacement? Also, what is the average cost to get a rack replaced?

you can replace individual components such as the tie rods and the arms on the suspension. OEM / Performance Parts for Audi, BMW, Mercedes Benz, Mini, Porsche & Volkswagen - ECS Tuning. i don't know how much it would cost to get it all replaced, but probably not cheap, but hey, you have an audi so what IS cheap to fix?
