Default oil drain plug washer

Do we need to replace that washer during oil change? I was about to but the washer (not copper, but steel) does not seem to come off. In fact, by design the washer is stuck between plug head and the pitch. Any idea?

Well. In fact, 'stuck' is not correct. The washer is saddled between the head and the pitch. The washer moves and turns freely but the diameter of the washer hole is smaller than the diameter of the pitch rim. So the washer is designed to stay between the head and the pitch. The washer is still very clean and look solid.
