I read that audi, bmw, mb and others' keys can be duplicated only at a dealer. A4 fob was about $80 in CA. I bought allroad CPO with one less key - but agreed with a dealer to cut another key for free before agreeing to purchase. It was a valet key (no fob) but my dealer had to register to Audi data base. How about talking to your dealer?

The key could be from eBay as stated earlier. Try VW dealers as they have lower prices.
Cut the key anywhere (there are warnings about the metal of the blade, cutting issues).
Remote keyless could be programmed by you (there is a procedure in the owners manual)
Immobilizer programming is done only by the dealers! (there are some warning that non-dealers keys could damage the ECM !?!? – a VW dealer told me that)
Once a new key(s) are programmed the old key changes code too. Good security precaution as the lost keys could be still around.
The number of keys programmed at once by the dealer does not reflect on the service charge...
