Default 2015 8v climate control blower blows hard and soft

I've been having a problem for a couple of weeks now where the A/C blows hard and soft and then hard again intermittently. I've got the "fancy unit" shown below. I usually don't have it set to "auto" when it happens (though it has happened in "auto" too). Usually, it's been at full-blast "low" because it's hot out now. When it goes into "soft mode" I can lower the A/C but I can't raise it above the "soft setting" that it's been lowered to. I can change it to heat, but again, I can't go above the "soft" blower setting until it decides to go back to full-blast again.

I should also note I have one of those battery disconnects on the car from when it was off the road (I would still start it up every couple of weeks though) to keep the battery from draining.

I scanned it with OBD11 and it comes up with the following:
B10CE00 “Blower reduction due to energy management”
I usually leave my OBD11 plugged in and read somewhere that that would cause battery drain, so I took it out. The battery reads a healthy 13.5V or so now. I should also note that I had my car off the road for a year. I also had the defroster flap motor replaced under CPO warranty in Feb 2021 (the warranty is now unfortunately expired) because nothing was coming out of the defroster. Any ideas?

Edit: Cabin air filter is clean
