Default Adjusting the ebrake

My ebrake is somewhat lazy and does not lock up the rear wheels as well as I want it to... Barely holds my car in place on steep hills. SO, I took off the center console to see if I could adjust the cable, There is a little plate there but I don't think that is where you adjust it.. I am about to jack up my car and see what I can find but do any of you know where to adjust the ebrake on a 97?

On my 99 there are adjustments that are under the car right before the rear wheels that are close to the edge of the car. Jack your car up and look up under it they are about 6 in. long and about .5 in in dia. and you twist them to adjust them, they thread in and out. I adjusted mine and it tightened the handle right up.
