Well, this is basically the stock setup.
The air intake is just below the hood, at the front passenger side of the car.
I dont see how your idea would make any type of improvement. Besides, you dont need to worry too much about airflow unless you have a big turbo. Plus a hood scoop would make your car look ugly, like a subaru.
Put your time / effort / money into a more useful mod.

Thanks for all the input. I am only thinking about this because our engines run extremely hot with a turbo, intake, and cat within inches of each other. The intake is only getting very hot air. Just check the stats on cold air intakes for any car. The gains are usually about 2-5hp. And that is on non-turbo like the celica I own. Just adding an CAI to a car makes it alot more responsive. Try to run your cars one day with the hood off if you have an intake such as the carbonio (with carbon sheild off too) or the EVO and I bet you will feel a difference even if it is very small. I open my hood after a good ride and get taken back by the hot air that comes from in the bay. Then I put my hand above the turbo and it is steaming hot. Now this hot air rises from the turbo right to the intake area.
I understand the ricer hood scoop thought everyone is thinking of. I AM COMPLETELY AGAINST THAT. Thats why I am looking for ideas. I thought of venting the front quarters but there is too much meatal to cut and that would look alot worse then anything on the hood.

The stock setup directs outside(cool) air into the intake. Not hot air. Have you looked at the stock piping setup?
You may be getting hot air though if you have replaced the stock setup with a cone type filter. Then you are sucking in hot air.
Leave it alone with a K/n drop in filter, or get a carbino if your loaded$$$$.
