stock for stock the 2.8 is faster, but for a small investment you can blow the doors off a 2.8 with the 1.8.
If you want a faster 2.8 get the 30v.
I have the 12v and everyone knocks it. I personally think the power is adequate for the car, and with a good service history they can run up 300k+ miles.
Have you considered older Audis? Like the audi 90? That has the same 2.8 as the 12v A4s. You can get those more cheaply than a B5 A4.

how much BHP does the 2.8 have? from the 96' to the 01' models have does it vary?

i too am looking to pick up an a4 in the near future. what i am wondering though is how user-serviceable they typically are. i am mechanically inclined and am a fast learner when it comes to doing my own work. would i be able to do most work on the car myself? i know that there are some cars out there today that just by the way they are designed it is extremely difficult to do work on them due to the car requiring rare tools and all that. thanks for the help.

A chipped 1.8 is NOT gonna "blow the doors off" a 2.8. Maybe a car couple car lengths after 60mph, MAYBE. Ok yes it will skool your 12V but thats a different story
lolIf your mechanically inclined then you should have no problems around an Audi, and yes you can do most of the work yourself. The 1.8 is very tuner friendly but look under the hood of a 2.8 and you'll see that space is at a premium. The special tools needed are annoying but they can be had cheaply.
12V=2 valves per cylinder, 170 hp in the 96 and 97 models...30V= 5 valves per cylinder, 193hp in the 98+ models. In conclusion 12Vs suck lol

Just curious, whats the whp on a t3t4 setup? I'm guessing thats a BT which requires alot of spool. Which would be great on a drag strip but wouldn't a SC 2.8 be quicker around a tight track like say a street circuit. Sorry about the thread jacking.
