Can turbo die without tripping a CEL?

OK, my 1997 A4 has no CEL. But, something is seriously wrong. I think it's the turbo. It drives extremly gutless. Can turbo die without tripping a CEL?

as far as I know when turbo dies, you dont get cel. but you lose plenty of your power... big difference...

OK, will I be able to get any codes at Autozone if there is no CEL?

I dont think so, you might try to vag your car see what it says....
