Chip question

Default Chip question
I have a question about chipping a car.....if like lets say someones cars top speed is 137.....then if they chip it will the top speed change or does a chip just give the person more hp and torque?

The speed limiter is removed. That and the added hp allows the car to have a higher top end and speed.
