cosmetics or power?
pics would be nice..... did you take the car to them to get the estimate? is there a body shop around you that has an authorized repair shop for the ins. company you go to? sometimes you can get more from them after you start getting it fixed
there is a thread on here with a guy that has a car but the engine is jacked, if you have a b5, buy his hood, fenders and bumper for say 500, and you could have 700 for the diy intercooler and then save for the p-16 and injectors

yea post pics. i would think 1600 might cover both front fenders (cheap on ebay when i was lookin for a pair), cf hood and s4 bumper....which would be pretty nice considering its kindaaaaa free money

get everything you can get from the insurance company. did you have a high deductable like $1000 to make your payments less? if so, they'll argue the damage was $2600, not $3000 and your deductable is $1000. then you're really only fighting over $400. and look around for a better insurance company. if you are accident prone, go with a low deductable. more monthly, but less out of pocket to get it fixed next time. lesson learned.

have you talked to your insurance agent? sometimes it is better to have them look at it, if they agree with the 3 grand claim yourself and let them get the 3 grand from the other guy
id say fix the damage, most of the time when damage dosent get fixed directly after, its just forgotten about.. then damages accumulate, and the car looks like a neglected piece of **** (you have all seen these cars)
