Default Electrical Problems

98 Cabriolet, I have a short problem. Don't think it's a cab problem. I have written about it in a different thread but going to start it over and simplify. I've put over 15 hours into troubleshooting....
Fuse #4 blew one day, no reason, everything stock.... I went to replace it and it kept blowing immediately. Knew I had a short on that circuit. Left it for a few weeks cuz losing the radio didn't matter. Then I went to fix... Disconnected everything on #4, still blew.... So I disconnected the positive lead to the battery and test the large wire going to the starter against ground.... got continuity.... Tested the smaller wire for the alternator and fuse box,,.... continuity.... Now that is strange I thought. Car ran fine and all worked except what was on #4 fuse that continues to blow....
Please not responses like penny in the cig lighter... I am an engineer with a huge electrical controls background and have done all the open circuit testing for continiuty post fuse box.... Most of the power 'in' feeds of the fuse box have a short to ground. I looked at the wire under the car going to the starter and alternator... The pipe looks fine and the contacts look fine... haven't taken the wire out to inspect, but it doesn't move like the boot looms... LOL. so how would it be shot. Plus, all worked on the car but the radio....
Any Help?
