I'm not sure if its normal, but unplug the vac line that goes to the fpr and just plug it so the manifold isnt leakout out air, then see what it reads. Also the pressure once the engine is warmed up is different than when its cold. I'm not sure when u are suppose to measure it though, i think when its warmed up
