HID conversion with projector headlights

Default HID conversion with projector headlights

Please if anyone can help me with this question it would be much appreciated since I can't find a straight up answer anywhere else.

I have a 02 a4 and originally wanted to upgrade my low beams to HID's (6000k) so that I could see better at night and for their cool look. After looking up some info on the internet i have found that the typical HID conversion kit is illegal because of the strong glare that it projects to oncoming drivers. I then read that you can fix this problem by placing your HID lights into projector headlights which keeps the light and glare focused in front of your car and out of the on coming traffic's eyes. Basically what I want to know is if this is all true or is a basic HID conversion kit ok to stick into my original factory halogen headlights? If I do need projector headlights for a HID conversion kit to work legally and safely, what is the best way to go about it? Where can I find legit projection headlights w/ legit HID lights (Since there is so much fake/ misleading crap out there)?. Since I don't know much about working on cars would it be beneficial to get a professional to install new projection headlights/ HID lights? And finally what is a fair price that I should expect to pay for legit projection headlights, legit HID lights?
