Oh man you need a bentley manual or something, you can't trace wires without a wiring diagram, and even with the diagram it can be quite confusing.

If any electrical work has been done by the dealer under the dash there would be yellow electrical tape there. Its required for us to use that so someone else knows we have made a repair.

I checked out the rear foglights and the housing for the right one is melted in! This sure sounds like a bad ground now..
I would say more of a cross short inside the wiring harness. Those are really, really, really hard to find un-less you know where all the sonic welds are inside the harness.

Well if you can get a bentely manual and someone with a multimeter then you can try to test ohms between certain things in the system. For example between the brake light switch to the fuse, then touch the wire to ground and see if there is resistance, things of that nature. If you look at the diagram and get resistance on a wire that shouldn't be there something is shorted and you know where it is in the car.
Like its in between the circuit breaker and the tail light bulb kinda thing, so at least you can find out if its the internal harness or a componet thats causing the problem. Hell its possible that its just the brake light switch. Only testing the wires will tell you.
