Lights not working

Lights not working
99 Audi A4 2.8
So i have those what i assume are after market lights (bought the car used)
they burn blue and get brighter as they stay on.
-checked fueses already btw.
but when i turn the lights on the parking lights still come on,
and my fog lights still work (i've been using those until i find a fix)
would replacing the head light switch fix this?
and if so how do i remove the steering wheel without and airbag exploding
in my face?

They're probably after market HIDs.. You didnt mention if you only had one not working or both.. You can check to be sure you have 12vdc coming into the coil drivers for the headlights.. I'd do that before I went tearing apart the dash to replace a switch that may or may not be the culprit..
