if you are trying to buy the best of everything 7 would easily put you in low thirteens if you got decent stuff it could easily run low 12 into 11. it all depends on the quality of products you are looking for.

^^ ah there you go, big difference. Yea a gt28rs will get you there. You would be using all that money though. Remember you can;t just bolt on a turbo as I'm sure you know. Here's a list of what you will need, many thing s on here people often forget.
VAG Com!!!
SUSPENSION!!
brakes

fmic
clutch
gt28rs
oil lines
coolant lines
exhaust manifold
test pipe
downpipe
full exhaust
custom intake
vr6 maf
440cc injectors
adjustable fpr
walbro fuel pump
fp gauge
misc h/w
programming (atp doesnt sell anything right now)
you should have a wideband although I dont
you will blow your motor mounts
you do need to know ALOT of know how...I didnt when i started but i learned alot (I can't believe I didnt blow my engine when I start all this)
This is in now way a bolt on kit, you have to make a lotta stuff you self, and dont be afraid to shave metal of the head, firewall, etc.

So yea you might be able to get it done for $7000 depending on what kinda deals you find
