Oil in intercooler

Greetings all. I came across an 2001 A4 1.8T with high miles (133,000) but I picked it up for a reasonable price. I had the car inspected first and the mechanic told me that when they pulled the intercooler off it spilled A LOT of oil. However, he assured me this was a common problem and if I factor in the cost of a new turbocharger ($1800 installed) to the purchase price the problem would be solved. I went ahead and purchased the car and sought a second opinion on the turbocharger. The service department at the dealership said that the oil problem was likely caused by a $27 valve (PCB valve?) and that likely the turbo was fine. Any opinions on this?

On a possibly related note: This car performs well once it revs but from a dead stop it has a definate lag. I realize the 1.8 is going to be a little short on low end torque but the lag is very pronounced. Any thoughts?

Possibly, i had the opportunity to take of my PCV vavle and it was filled with oil. car is at 160K miles and purring.

Oil in there is normal. Its not a problem.
1.8t will lag a little in the lower rpms. A chip will help your car immensely. Just keep the revs up, you wont have much lag, or get it chipped.
