Default IS owner needs advice

Hey there I currently own a 2006 Lexus is250 and I'm in the market for a new project.. I was wondering if you guys could help me out with my decision. My question to you guys is an Audi A4 the right way to go? Is it possible for...
-300-400 hp
-tuning
-loud bov
-awd
-$16k-$19k
-2 step/ shooting flames :P
-reliability
-manual transmission

Any input or advice from you guys would be awesome.

-300-400 hp - Yes, if you want to spend the money. APR has a a turbo upgrade kit that gets 375HP.
-tuning - Yes, lots of options for the 2.0T engine
-loud bov - Do not know about this.
-awd - The Quatro system is one of the best. Not sure what upgrading you would want to do to it.
-$16k-$19k - A B7 or lower would easily fall into this price range. I got my 2008 three years ago for $19k
-2 step/ shooting flames :P - From the tires on acceleration yes!
-reliability - I have had a great experience with both Audi'd I have owned. Take care of them and they will take care of you. Adding on a lot of go fast parts will affect this I am sure.
-manual transmission - I have an auto. Everyone on here that has a manual has raved about them.

What do you mean by "raved" about them haha good or bad? And thank you for your input!

As in good. Saw only one post about someone frying their clutch. Other than that most suggest the manual (especially if you plan on modding).
