Power Steering Issue
Problem: Audi A4 Quattro power steering works only at high RPM's.
Cause: Ran over 18 wheeler retread and subsequently the line dragged down the road until puncturing a hole in the line, causing the power steering to stop working without any sound notifying me of a problem.
Action: I replaced the line, refilled the reservoir and had power steering for a few minutes, then none at all. Now after a several days of driving it 1 or 2 times a week, it has power steering but only at high RPMs.
Currently: It seems that there may be air in the line, but i am not absolutely certain or have the mechanical abilities to diagnose the issue properly.
What I'm looking for: Suggestion of what the problem may be and if indeed that a new power steering pump is needed or if the line needs to be purged (and how to go about doing that).

It may have air in the lines or be low on fluid due to possible air in lines.
1)jack your front end up so your front tires are just above the ground (makes turning your steering wheel easier to turn).
2) Check power steering fluid to make sure its topped off.
3) turn steering wheel all the way left
4) turn steering wheel all the way right
5) repeat several times and recheck fluid level.
6) add fluid if necessary and repeat steps 3-5.
Doing this forces max amount of fluid through the lines and air out. Key indicator that you have air in the lines is foamy looking fluid in the reservoir.
