Take all the lugs out, then lower the car SLOWLY till the weight of the car cause the wheel to seperate, make sure the jack is still under the car so it dosn't flall onto the rotor

Have you used any solvents? WD40 or Liquidwrench should help. Just let it sit for a while. Then get a very heavy hammer and a 2x4. Whatever you do don't lower the car with the bolts out.
