this is the throttle butterfly valve and sometimes clogs up with carbon and it sticks slightly open therefore not allowing the flap to return to closed throttle position then you get your problem, VAG is a good idea after you have cleaned the body out and ensure its working properly

what was the final outcome to this one? i'm have the exact same problem. i dind't go over the rev though.
