There is a secondary fuse box in the driver's side knee bolster which has a big sucker fuse for the fan.

Usually however the problem is that the fuse blew because the motor on the fan is drawing too much current and the fan needs to be replaced. About 125 dollars on line when I bought mine.

On a side note, what kinda shop did your repair work? I know my insurance doesn't use Audi dealers or mechanics... which can lead to dicey knowledge of the tech.
the shop is the only shop in town that does work on audi's besides the dealership. and the dealer sends a lot of their cars over there as well. but these guys suck nuts. but the dealer also has the same rep

yea remove the knee bolster (4 or 5 8 or 10mm screws) and check some of those big fuses, i have weird problem that were cause by some of them.

If you do need a new fan I have one for sale
