Her insurance wouldn't of paid for it anyway. If you rear end someone it is always your fault. Thats why you don't tailgate ppl, and leave yourself enough room to stop.

Dont Know about Penn, but in Wa private property accidents are non-reportable unless there is serious injury, DUI, etc. Might be the same there. Insurance company will process claim if it's the same.

Just a thought here, other people already touched on the tailgating so I wont bother, but you said that you she cut you off. Its annoying, but some people are not good drivers. It could have been an accident. Yet you follow her, a woman alone in a car, for "a quarter mile laying on the horn". You probably scared the **** out of her. How long would you put up with some d1ck doing that to you?

But I don't think you would have been at fault for a couple reasons. First she made an unsafe entry into traffic. Second, you would say you followed her so close so that you could get her plate number becasue you felt she was drunk. You say she slammed on her brakes for no apparent reason (i.e. no intersection or cause to stop) which would have indicated harrasment (obviously you were honking the horn to signal her to pull over, becasue you thought she was drunk excuse). If she had been found she would have been at complete fault because of the "wrong plate" possible stole car and all that, and she probably was drunk or stupid (which there should be a law about that too- since it is Pennsylvania you know). Sorry about your luck, but if you have time I would make frequent drives by that area to see if you catch her again....the wrong registration will put her at fault no matter what you did.
