I dont know, Ill figure it out when they get here. But velcro doesnt sound like a terrible idea.

Im just a little worried about the weather/elements being able to get at the balasts more easily under the headlights compared to under the hood.

You can probably make some kind of casing to put them in. But what material would you make them out of is the question.
