i have never seen it. it looks like just a custom lower valence..

but strange things go on accoss the pond, in europe. so it could be a normal rear over there as the reiger rs4 is over here...

either way, i don't think it fits the body lines of the B5 at all

 

I just did a google search of "hekkskirt" (from the photo title), then clicked to images, and they show a ton of pics of some really wild body kits on various cars, listed as being sold by Hekkskjort (sounds like Sweden maybe?) - most of the pics are really ugly (they make Veilside look tasteful), but that particular Audi bumper you posted is really nice and it's different. I really like it.
