my car is currently vac'ing at 23 psi and boost is about 16-17 psi. i have a feeling i should be having more boost.

boost is about right for a apr chip and vac should be around 20in hg not psi. If you think its off, see if your boost gauge sits below 0 when the car is off.

mines sits at 0 when off 20hg at idle and 18psi under full boost
