I know i want to upgrade my turbo but i can't decide how. I'm debating between an eliminator setupand a custom setup with like a t03/04. BUt what i can't determine is which one would be cheaper. I've heard people say they went custom because it was cheaper but i figured i'd ask.

Why dont you price the stuff out and see?
Dont forget other stuff you will need, like clutch, FMIC, injectors, programming, hiflow cat/test pipe.
IDK, being front wheel drive, you'd probably be good to go with a k04 kit and supporting mods.

One thing you're REALLY want to consider when looking at a t3/t4 setup is the tuning. If you know someone who will tune your setup for beer, then go nuts brudda! Otherwise I would think it would be cheaper to go with an eliminator kit. Just my 2 cents...so like $1 USD
