When do I need to change timing belt...
A lot of times you can visually inspect the bolts securing the timing covers and see if the paint on them has been chipped / worn off. Aside from that, there's really no way of knowing if it's been done if indeed it was done correctly and everything was put back together correctly.
Sometimes a mechanic puts a decal underhood with the date and mileage of the change. Absent that, call a dealer with your VIN. If it was done at a dealer they should be able to retrieve the information.
By the way, are there instructions around on how to do it on a 1.8t, 2003 model?

No worries. I was quoted $1000 to do the TB from the Audi dealer by me. Probably varies though and I'm not sure if that included the water pump. I've just always ordered the kits from blauparts and did the job myself for around $450 for everything. Takes me between 4 and 6 hours to do the TB taking my sweet *** time drinking cervezas...I've had help before and did one in just under 4 hours on a B5 1.8T. Head gasket should be quick and pretty straight forward as long as nothing got too hot.
