RE: Wipers not working HELP!!
try moving them with your hand while the wipers are turned on, if you can, it is probably beause of its movement is blocked by some dirt, if you cannot your wiper motor is busted and needs to be changed. it happened to me this winter, it slowed down at first and then didn't move, but it could barely move it with some help, in that situation; you should get some wd-40 some (anti rust sprays might work too) and multi purpose grease, try reaching the wiper motor, take it out and try to heal it. mostly your motor is fine, cuz it is a very strong motor and it will probably break the circuit before being busted... all you need to do is to take care of it like a baby... good luck...

RE: Wipers not working HELP!!
WITHOUT the switch on i can move the drivers side by hand but the pass side will not budge. ive checked the fuse and its fine, getting 13.62 volts at idle. so im assuming its the motor, im not getting any kind of movement at all, im going to try to turn the wipers on and move them by hand and see what happens

It is not the motor, since you can move one side and not the other. It is the mechanizm (seized most likely). You can try to take it out and see if it moves freely. I think it won't, so the best option is to get a new one, or dissasseble this one (good de-rust might help, in tougher cases you might need to heat up the seized side) lubricate it and than check what happens.
