the diff netween the two is performance basically, the valve controls when your turbo spools and what not by regulating the pressure. the 75h will make the turbo spool sooner and smoother and you might gain a psi or 2

Here is a good explanation on how they work: http://www.ecstuning.com/stage/n75-info.html (the "Race valve" ECS sells is the same thing as the H valve.
I dont know if ECS still sells them anymore.. But you can usually find one in the classifieds too.
