95 A6 Dim headlights?
My 95 a6 Quattro is a Canadian car. It has daytime running lights (low beam on reduced power) when you click the lever up 1 notch dash lights come on than click up again low beam on increased power. High beam has good coverage and distance but going back to low beam it's horrible and poor. My lens are in great condition no hazing and have I changed the bulbs.
The lights on low in the rain or a black night it almost feels dangerous even with the low beams and fog lights on.

Try cleaning your connectors that plug into the bulbs, verify that they're aimed correctly, and that the bulbs are seated in the lamps properly. If so, you may just have crappy headlights - earlier Audis without projector lights weren't really good at putting out light. I'd look to see if you can retrofit projectors and install HIDs for better light.

Are you sure the low beams are coming on? The multifunction switch on the column on these cars is notorious for failing and one of the failure modes is that the low beams will not turn on. I had to drive 100 miles once holding the stalk in the flash to pass position to get the lights to turn on.
The switch is not hard to change but you do need to remove the steering wheel. I became quite adept at swapping the switch in my 95 S6. Once you know what you are doing it is a 30 minute job.
