Default 95 A6Q failed inspection

My wifes 95 A6Q failed its yearly inspection because the inspector said the e-brake is not engaging on the right rear caliper? I replaced both e-brake cables one year ago and the cables are fine. When car was in the air you could see where the outer surface of RR rotor is covered with light rust/road grime where outer pad apparently is not making proper contact. However, the inner portion of said rotor is nice and shiny clean as it should be. Any thoughts and/or suggestions. Is it time to rebuild/replace said caliper?

Many thanks for any help!

Thanks Bob, that's what I thought. In a moment of obvious lunacy l was thinking that there might have been an "easy fix".

Replacing a caliper is easy. If you think not, try replacing the spider pipe, or cam seal, or t-stat, or ....

Bob, about how much time should I expect to put into changing out the caliper?

If you have all the bolts pre-sprayed with penetrating lubricant - especially the one attaching the break line to the caliper (so no unwanted holds) I would say 2 hrs tops, for a neat/perfectionist freak...including cigarette and beer breaks.

It's not so much the time, but the cost to replace a caliper!
