You don't need the cam lock for the timing belt change unless you are going to do the crank seal.

Then there is a cylinder lock (not sure if that is what its called but thats what it does), so that you can remove the cam sprockets to change the cam seals.

If you aren't leaking, and aren't going to change the seals, just marking the cams and the crank is sufficient so you can make sure everything is lined up when you put the new belt on.

than the cams do not need locked if just doing a TB, but if you are doing the cam seals also they need to be locked is that what you are saying

I don't agree with some of the opinions here but hey, that is why it is a discusion forum right ?
It is possible to "teeth count" the belt and make marks etc and allign everything the same afterwards. but the tension will not be correct on the timing belt. The correct way is to do as mentioned earlier. Lock the came , release the sprockets from the cam, ( I would replace the seals anyway ). Then as you tension you can actually se the sprockets moving in opposite directions. When you have the tension set noce and your cams locked in place you then tighten the sprockets on.
( You actually lock the cams independant of the sprockets on the front )
