My 2000 Avant only has one. The rational behind this (according to what I read) was that they did a study in Europe somewhere and found that there is a greater Chance of an accident when there are two rear fogs rather than one. They did not make a conclusion as to why, in what I read. My guess is that the fogs can easily be mistaken for tail lights when there are two but because the fogs are so close together people think they are farther away from the vehicle than they actually are and then BANG OOOOPPPS. Just a guess.
