No. Audi tech document says you have to remove the cams, but if you are sneaky like me, then you can replace the seals without removing the cams. You do need to compress the tensioner and remove the tensioner bolts. You can use a small pick to remove both the tensioner gasket and the half moon seal. Use anaerobic gasket seal on both the gasket and the half moon seal and slide it back in.
