almost...drag coefficient is gauged strictly by frontal area measurements...VGs help by simulating laminar flow in areas where laminar flow is not normally present...but, yes, they can also reduce drag by making 'the wake' smaller.

those vortex thingeys are there to cut bugs in half and produce little tornados at high speed.
One of the reasons there are more tornadoes in the midwest than the rest of the country is that vehicles travel faster because of all the flat roads. Sometimes two little tornadoes get together and become a big one.
