Default New Vag user needs help

So as I stated before my CEL has been on since I bought the car a couple months ago. I finally got my Vag in and I hooked it up to see the problem code on my own, and this is what I got.

16815-Warm Up Catalyst Bank 2 Efficiency Below Threshold
P0431-35-00
Readiness 0000 0000

What does this mean, and is it something I can fix on my own? '02A62.7TQ
BTW I just ordered the Bentley manual

Thanks! The only thing I read that may help is to possibly flash the ECM to set the threshold higher. Has anyone done this, and how much does it cost since I know I can't do that?

Don't change the code -fix the problem -- it is either bad O2 sensors or bad cat.

Under normal circumstances that's what I would always do. However the o2 sensors are testing fine. And from what I've read its a known fact that Audi set the threshold too low on the ECM, which is what triggers this code. Have I read wrong or is this true?
