Question about upper control arms

The bolts that hold the upper control arms to the mounting bracket; do I need to change the nuts and bolts or just the nuts? The Bentley manual is a little vague.

Neither. Just clean up the bolt and coat it with anti-sieze before reassembling it. A little Loc-Tite on the threads won't hurt.
