Default Turn Signal Indicator Solid when Lights are Turned on

Hi,

1997 Audi A6 Quattro. Here's the deal. When the vehicle lights are off, the turn signals operate normal.

When we turn on the vehicle lights to either the parking lights or headlight position, then turn signal indicators go solid.

The hazard flasher works when the headlight arm switch is off, but with vehicle lights on it does not appear to work.

From what I understand from reading the various posts there a few items that can effect this, there is a hazard switch with intregal relay (in the dash with the red triangle), a turn signal flasher (this is a small cube, but I do not know where this is located), and possibly the turn signal arm.

I did replace the hazard switch with a used one that appeared in better condition that the one I have.

Any other thoughts. I would like to know where the turn signal relay/flasher is though?
