alignment should be all you need with coilovers. You dont need new adjustable rear arms unless you just go with springs i think. alignment should only be about $200 max.

Camber kits work on coilovers just like they do on springs. Depends on how much you lower the car.
Adjustable control arms aren't normally required.

Since you're looking into a new turbo. How about some software to get the max out of it?
I think it's APR who has a program for the GT-28rs.
Make sure you do your research before "investing" so much into your car.

I second that.
If you're going big turbo with the money, get at software file for the turbo. If not... I'd go with a good 100 Octane file and just run it with Water / Methanol injection. if you run w/m, you can run a 100 Oct file on regular unleaded gasoline (while you still have methanol in the tank.)
I would recommend at least 93 Oct anyway though in case you run out of methanol. Either way, your ECU will retard the timing when you run out of methanol to prevent anything bad.

Have fun though and spend it wisely

I would do a t3 60trim or t3t4 50trim kit, clutch, wilwood brakes (sell old and only pay $650 total like me) and you should still have about $500+ left for labor if needed and other goodies
