Ya scuff the paint......you know very fine sandpaper, maybe about 600 grit. The scratches it makes are unnoticable to the eye and its used to create more surface area for the adhesive to stick to. Its actually not Ghetto. You also do that in between clear coats when painting cars.

I wouldn't scuff either. Good cleaning, then just stick them on. I'd go as far as even removing wax.

I have one of those 'limited' Haldex Performance badges on the car. Thats just a jewel style sticker that came on transfer tape. Wiped the rear bumper down, stuck it on, and Im not sure I could get it back off now w/o a bit of elbow work.
