Default cold start issue plus fuel cut off

Hi, does anyone know what could be the cause of weird cold start issues. If i try to start the car in the morning after its been sitting for the night, it will not start on the first crank, or if it does it will sputter and hesitate for a few seconds then be OK. It only happens sometimes, and when it does it has been sitting for a while. Ive never really paid much attention to this but it seems to be getting worse as time goes by. I also noticed that my car will hit fuel cut off at 7100 in 1, 2, 3 and in 4 will hit cut off at 6400. Is this normal?

I have a 2001 audi tt 180quattro
37k miles
neuspeed intake
42dd downpipe
forge turbo inlet + 007
unitronic stage 2

I'm starting the think that i may have a fuel pump issue.
what do you guys think.
So far i have changed the plugs, cleaned the throttle body and repositioned it, Put in a new green top coolant temp sensor, and a new fuel filter.

Both my TT's, my last one and my current one both had cold weather starting issues. Old one was a 180, current is a 225. 180 was chipped, 225 isnt. I NEVER figured out what caused it. A couple times in both cars I've fouled the plugs trying to start it when it was colder than 15°F. Sometimes it'd start, but only run on 3 cylinders for a minute before the 4th finally starting firing. Weird stuff.

it COULD be a minor throttle body icing problem, also it helps a lot to prime the fuel pump

its about 45°F in the morning now, and its already starting. Doubt its ice.

As for priming the fuel pump, I always turn the key to on, listen for the pump to come up, and then start. Doesn't help. Like I said, weird stuff.

Odd. Definitely doesn't sound like ice, either. Maybe it's a CAI issue?

the 180's 2 mods were an APR chip, and Forge 007 DV. Thats it. Everything else was stock.

My car has been doing this before i was modded as well.
