Default High rpm reading

Well i haven't been here for a while since my TT has been running pretty well for a while , replacing timing belt etc ,new A/C and instrument cluster repair.
The rev counter started reading high which i thought at first was just at idle but now i have noticed its all the time , it now idles at 1800rpm and when driving it shows around a 1000rpm higher than it actually is which is a whole different problem, has anyone had a similar problem, i'm going to check with the vagcom this weekend to see if that can shed some light on the problem, no check engine light and it does not sound like its idling fast.
I'm thinking the rpm sensor but if its that then the vagcom is going to show the same rpm reading as the cluster.
Thanks for any input on the subject.

Where is your needle pointing at when off? It should be right on 0. If its not, remove the cluster, remove plastic cover, pull needle and then move it to 0. Dont mess with any other needles while in there.

cincyTT thanks for the reply, yes the needle is at zero when off, i have emailed Gavin at Modulemaster the person that repaired my cluster in the hopes it can be reset or something.

Sorry i tell a lie, i checked this morning and you are correct the needle is sitting at 1400rpm so i will let modular solutions know but it sounds like i might be doing like u suggested, move the needle, not looking forward to doing that, i sick of taking that cluster out a meesing with it.
