I would have said that sounds like the rack is faulty and needs replacmnet, If the pump fails it usally just stops working. If you jacked the front wheels off the floor and then tried to turn the steering with out the car running (so you know that it is'nt the pump) you'll probely feel it to be a bit knochy.
To replace this you'll need to remove the subframe and also techincaly need a 4wheel alignment. If you wanted to do it a little cheaper you could remove the tie rod from the old rack with out touching the track rod adjustment and then fit it to the new rack. But techincaly the best way to do this job is with 4wheel alignment.
