Both the regular head lights AND the highbeams come on when I turn the dial over. I pull the dial in and out but it makes no difference, both beams are on.

I already popped open the cover only to reveal a closed round cylinder inside that the dial rotates on but thats about it, nothing electrical. I really dont want to have to remove the whole dash....any ideas about the problem???

I would guess someone tried to do the "euro" headlight switch mod a long time ago and it finally broke the headlight switch. It's pretty easy to swap out the switch, just pull the lower dash part apart. By removing 4-ish screws behind the fuse box and two near the obd2 port area. Then just pull hard near the steering wheel and it unclicks.
