Well I've sold my extraturbo head and what not from my extra Eclipse motor so now i have about 350 bucks to spend.

Here are the two things I think i'm going to order

Figure this would be a good first step.

Two questions the 007 DV Valve this is a good valve for when i do end up chipping right? and do you have to adjust the DV valve or is it already tuned from the factory and i can just plug it in and drive off?

Last question is with this setup of parts will i get the turbo smoosh sound when i shift kind of like a BOV sound i know it won't be be loud but it would be nice to hear something stock i can't hear any DV noise.

Just digging up an old thread that I found, the DV you get you can just plug in and be straight. However, if you do decide to increase boost with lets say Modshacks Boost Machine then you will need the DV tuning kit. Its just a stiffer spring and some washers so the valve can stand the increase in boost pressure. I have heard that the Neuspeed intake is good, but if you save a few more bucks then go with Modshacks VTDA, it looks wierd but it performs great. At least that is my opinion. As for the wooooosh no its not going to sound like a BOV, but you will hear it dump and people close to you (sidewalk) will hear it also when you drive by and are under boost. Good luck.
