Exclamation Vacuum hose leak after P1136 "Too Lean" code—How do I get to the hose?

Hey all. Recently my 2001 TT (225hp) gave me a check engine light and a P1136 code ("Long term fuel trim add. Fuel B1 system too lean.")

I was way overdue in swapping out my air filter, so I did that and cleaned the MAF sensor, but I had read that most likely this error was because of a leaky vacuum hose. Sure enough, I found the problem. It was sucking air pretty hard, but the problem is, it's wrapped in some kind of heat protection that's riveted together.

What is this part? How do I replace it without destroying the heat wrap?
