Default 1996 A4 wont start

ok well after getting a key made for my A4 i replaced the power steering rack. i bought the car from my brother who dosent live here anymore. i put a optima battery in it and tried to start it... nothing! everything lights up everything works electrical wise but when u turn the key forward it dosent do anything. occasionally i get a click but thats it. i checked for voltage on the solienod and i got 12v and 11.5v when trying to turn over th ignition if fine i assume. the key springs back and dosent get stuck. but i noticed that after i try to start it i gotta turn the key all the way back in order to try again... i also tried to jump start the car off of the solenoid and nothin. but this is my fisrt audi and im not sure if u can even do that with these cars... im thinking maybe an ignition switch...

checked the ignition switch and it was good. no fuse box in engine compartment.... where is the starter relay located? anyway u could show a picture. i did notice that there are 2 empty spaces that take relays but they did not have a 12v source goin to them which is why i as for a pic... i hope i dont have to replace the starter. it looks like a pain to replace
