Default 1999 a4 quattro vacuum problems?

I recently replaced the head and block on my b5 aeb engine but kept all other parts the same. Now it starts and idles ok and will run like a bat after a bug but has a dead zone between 1200 and 2500 rpms. Could it be vacuum? After the local mechanic spent 5 weeks "fixing" it there's no change. One of the vacuum hoses on the mini fold is disconnected and I don't know where it goes.
